Which vehicles are covered by the ELV Regulations?
The regulations apply to end of life vehicles which are in class M1, N1 and three wheeled vehicles as defined in Directive 92/61/EEC. i.e. passenger vehicles with 9 seats or less with a revenue weight under 3,500kg, vans with a revenue weight under 3,500kg and 3 wheeled vehicles. Motorbikes (including motorbike based tricycles) and passenger vehicles with a revenue weight over 3,500 kg or those that have more than 9 seats are not covered by the regulations and do not require a CoD.
How many ELVs arise each year in the UK?
Approximately 2 million vehicles are scrapped in the UK each year.
What is an Authorised Treatment Facility?
Authorised Treatment Facilities (or ATFs) are sites which have been licensed by the Environment Agency in England & Wales, the Scottish Environment Protection Agency in Scotland or the Environment & Heritage Service in Northern Ireland, to de-pollute end of life vehicles to standards set by DEFRA (the Department for Environment, Food and Rural Affairs). Only these sites are permitted to issue last owners with a DVLA Certificate of Destruction. Metro Metals is a registered Authorised Treatment Facility in Burnley, North West England.
What is a Certificate of Destruction?
A Certificate of Destruction (CoD) is issued by the DVLA to prove that a vehicle has been scrapped in a lawful and environmentally sound manner. Without a CoD a last owner could be fined under new laws on continuous licensing.
How does the law affect vehicle manufacturers?
Under the ELV regulations, vehicle manufacturers are responsible for providing last owners of end of life vehicles with an accessible free take-back network for qualifying vehicles from 1st January 2007. Metro Metals is a contracted service provider for the following brands of vehicle: Alfa Romeo, Alpine, Aston Martin, Audi, Austin, Bentley, Bugatti, Citroen, Dacia, DAF, Datsun, Dodge, Fiat, Ford, Hillman, Humber, Hyundai, Iveco, Jaguar, Lamborghini, Lancia, Land Rover, LDV, Leyland, Leyland DAF, Lotus, Mazda, MG, MG X-Power, Mitsubishi, Morris, Nissan, Perodua, Peugeot, Proton, Renault, Renault Trucks, Riley, Rover, Seat, Simca, Singer, Skoda, Sunbeam, Talbot, Tata, Tatra, Triumph, Volkswagen, Volkswagen Commercial, Volvo, Wolseley.
What is a qualifying vehicle?
In accordance with the End of Life Vehicle regulations, vehicles which are complete and do not contain any additional waste will qualify for free take-back when delivered to a vehicle manufacturer approved Authorised Treatment Facility. Metro Metals, as a registered ATF, guarantees free take-back for all qualifying vehicles of the brands listed above which are delivered to our site. This service may also be extended to other brands of vehicle.
What does 'Free Take-Back' mean?
Vehicle manufacturers are now responsible for the 'free take-back' of old vehicles. Since January 2007, authorised treatment facilities or ATFs, such as Metro Metals, are licensed to take complete old cars when the cars reach the end of their life. Owners can deliver their old cars to any of these treatment facilities or make an arrangement for the vehicle to be collected for a nominal fee. The new system is designed to reduce levels of vehicle abandonment as well as contribute to higher overall levels of recycling.
What is a complete vehicle?
A complete vehicle is one which contains its essential components, in particular, but not limited to, the engine, coachwork, transmission, catalytic converter (if fitted) and wheels.
Glossary
Certificate of Destruction (CoD)
Certificate issued by the DVLA to prove that a vehicle has been scrapped in a lawful and environmentally sound manner.
End-of-Life Vehicle (ELV)
A car or other vehicle that is no longer required and can be de-polluted, reprocessed and recycled.
Ferrous Metals:
Iron-based metals. Ferrous metals may be pure iron, like wrought iron, or they may be alloys of iron and other elements. Steel, being an alloy of iron and carbon, would therefore be a ferrous metal.
Non ferrous Metals:
Common non-ferrous metals include aluminium, tin, copper, zinc, and brass, an alloy of copper and zinc. The precious metals silver, gold, and platinum are also non-ferrous.
